Description of problem:

a default vanilla rpm environment and the errors:

+ /usr/lib/rpm/check-rpaths

*          to fail. To ignore these errors, you can set the '$QA_RPATHS'
*          environment variable which is a bitmask allowing the values

*    0x0001 ... standard RPATHs (e.g. /usr/lib); such RPATHs are a minor
*               issue but are introducing redundant searchpaths without

*               nor relative filenames and can therefore be a SECURITY risk
*    0x0004 ... insecure RPATHs; these are relative RPATHs which are a

*               RPATHs; this is just a minor issue but usually unwanted
*    0x0010 ... the RPATH is empty; there is no reason for such RPATHs

*               the functionality when the path before '..' is a symlink

Even in F16, check-rpaths isn't the default, you must have changed something or installed some extra packages.  Look at the
http://kojipkgs.fedoraproject.org/packages/gcc/4.6.2/1.fc16/data/logs/x86_64/build.log
(and all other gcc build logs).
