Description of problem:

Infinite loop when trying to parse the slp-service-scope option

How reproducible:

A line such as :
option slp-service-scope true "SLPSUT";
in dhcpd.conf causes dhcpd to enter an infinite loop on startup consuming 100% CPU.

This bug has been fixed upstream.

From the release accouncement for ISC DHCP 4.1-ESV-R3b1 :

- When processing the format flags for a given option consume the
   flag indicating an optional value correctly.  A symptom of this
   bug was an infinite loop when trying to parse the slp-service-scope
   option.  Thanks to a patch from Marius Tomaschewski.
