Manipuri language locale file

Description of problem:
Manipuri (also know as Meitei language) is one of the Indian official 22
languages. As per 2001 census it has 1.5 million speakers. It is written in
Bengali and Meitei-mayek script.

Thanks for build in rawhide, now i can concentrate more on other missing thing in Fedora for these languages. 

Yes, i have already reported it upstream. Hoping so Ulrich will commit it soon. http://sourceware.org/bugzilla/show_bug.cgi?id=13603
