Guvnor import page

Description of problem:
GUI is inconsistent/mangled in Internet Explorer.
As the screenshot shows, Guvnor import page has buttons almost twice as high as the browse input line and button. It's not so pronounced in Firefox...

As it is similar issue as BZ 790025, I assigned it to jliu already.

The actual problem is not the button height is too big, but the text box height is too small in IE. Anyway, I increased the height of FileUpload so it's height looks close to the buttons nearby.

Please verify this issue on ER5.
