Description of problem:
Translation is not occurring for some error messages outputted by install-num-migrate-to-rhsm.

Version-Release number of selected component (if applicable): subscription-manager-0.99.6

How reproducible: Always.

Steps to Reproduce:
1. # LANG=ru_RU.UTF8 ./install-num-migrate-to-rhsm -d -i 123
  
Actual results: The error message is displayed in English.

Expected results: The error message should be displayed in Russian.

Is this a unique code base which needs a unique zanata project?

No, we can use the Zanata project for subscription-manager since the installation number migration script is included in that project.

And in fact, most of the script's output is already translated.  It's just this specific case that's failing.

This request was evaluated by Red Hat Product Management for inclusion
in a Red Hat Enterprise Linux release.  Product Management has
requested further review of this request by Red Hat Engineering, for
potential inclusion in a Red Hat Enterprise Linux release for currently
deployed products.  This request is not yet committed for inclusion in
a release.
