Description of problem:

Import VM is not supported. 

From engine log:

" ImportVmCommand throw exception: org.springframework.dao.DataIntegrityViolationException: CallableStatementCallback; SQL [{call insertvmdevice(?, ?, ?, ?, ?, ?, ?, ?, ?, ?)}]; ERROR: null value in column "device_id" violates not-null constraint

Comments: 
1) Failed on recent Jenkins storage Import Export test, and also on manual testing.
2) No special scenario is required.
