I would like to build the current shibboleth (2.4.3) on F16. This appears to
require version 1.4.2 of xmltooling, which currently appears to be built only
on F17.

Would it be possible to bump the F16 version of xmltooling up to 1.4.2 as well ?

I'm sorry but that's not possible according to updates policy.

I think you can easily build your own version starting from source rpm.
