Description of problem:

- pool with 1 host 
- vdsm losses SPM (initiate manual Fence due too storage problem)
- host is no longer SPM 
- back-end keep sending it SPM commands, in response, vdsm returns: Not SPM


This state should trigger getSpmStatus followed by spmStart. 

2 requirements from Dev: 

1) when command to host fails with such error, stop sending SPM commands, and initiate spmStart flow. 
2) even after getSpmStatus is sent and host returns 'Free', I don't see spmStart flow starts, and pool remains not connected. 


attached log file. 

recommendation for debug: 

1) grep "Not SPM" rhevm.log.1.gz
2) see that the errors stop after getSpmStatus but no spmStart is initiated.
