Enhance the file upload to include a pulldown menu so the user can specify charset. Also provide a mechanism for allowing the encoding metadata to be updated in the event the user designates the wrong charset. 

The workaround for this is to have users only upload UTF-8 encoded files and to use the -Dfile.encoding=UTF-8. JVM option to force UTF-8 encoding.

Cleanup: Closing because affects early 4.3 version and/or more than two years old and not critical or blocker.
