++ This bug is a clone of bug 794078 ++

Steps to Reproduce: Put e.g. _Application Registry_ and _WSRP Configuration_ portlets next to each other on the same page using a layout with 2 columns.

When a portlet is displayed with the info bar and it is about to occupy more space on the page than it's given, it is made scrollable within its div on the page. This doesn't happen when a portlet is displayed without its info bar - the content you would expect to be hidden (accessible using a scrollbar) is displayed (without a scrollbar) and visually sticks out of the portlet's div.

This problem is easy to hit especially in 5.2.0.DEV03 since portlets are displayed without their info bar by default. I think it would be better to put the content of a portlet in a div styled to make it scrollable.
