Release Notes Text: Added: A problem with the GroupManagement.java isAdministrator method caused a NullPointerException when the Organization Portlet is placed on a page and an anonymous user tries to access it. The fix changes the behavior of isAdministrator for anonymous users, which fixes the issue.
