SSO 1.1.0-GA has dependency on JBoss Negotiation 2.0.4.GA as it is required for JBEPP-1099 . By default EAP 5.1.1.GA has version 2.0.3.SP3 in $EAP_HOME/common/lib . So we need to replace it with 2.0.4.GA and ship EPP 5.2.0 with JBoss Negotiation 2.0.4.GA.
