Steps to Reproduce: * Sign in as _root_.
* Go to _Site_, click on _Edit Navigation_.
* Delete all but the system nodes.
* Check the _Site_ menu.

An arrow indicating a submenu is visible next to the items in the main portal site menu even if there are no visible subnodes and hence there is nothing to expand.

Rejecting as this only happens when there are only system navigation nodes, or no navigation nodes, which, is not a likely scenario :)
