Steps to Reproduce: 1. open portal (with mssql2008 or mssql2008R2)
2. sign in as root
3. click Edit Layout
4. click Site's Config
5. make some changes (e.g. write something into Description input or change permission)
6. click Save
7. click Finish
8. click Edit Layout
9. click Site's Config
10. description has previous value (after first change is empty); (or permissions aren't changed)

When you want to edit something in layout in portal with mssql2008 or mssql2008R2 you have to wait after finished editing.

Follow steps to reproduce. When you are quick enough the bug will appear, when you are waiting long enough (something about 5s) between step 7 and 8 the bug will not appear.

This could be related to DB instance that we are using in lab as well. Those servers host many DBs and I don't think we will have better server to test.
