RHEL 7 will provide improved quorum support in a cluster, as noted in this feature page: https://home.corp.redhat.com/wiki/rhel-7-planned-features-cluster-quorum This bug is against the cluster documentation, which will need to account for the new quorum features.
Ultimately we left quorum documentation to the votequorum man page, documenting only a few parameters you might need to set.
