Bryan, the presence is not a bug. Installation phase IS in puppet, but its not used by katello configure. You need to include katello:install package to run these. But I noticed those repos are outdated. I am going to fix this and test it with out new koji-generated repos. Renamed this bug, will work on this. Will update the docs: https://fedorahosted.org/katello/wiki/InstallViaPuppet and add some real-world examples how to automate installation via puppet master.

I am removing DEV_ACK, this bug is something we do NOT want in the CFSE. Installation of repositories via Puppet is intended for Katello only installation right now. Puppet is not able to handle subscription-manager based repositories, it can only drop ordinary yum repositories. PM: Please remove CFSE 1.1 target, I am going to fix URLs for Katello (pointing to fedorahosted.org), but this is not a valid installation for CFSE (done via RHN/CDN).
