Description of problem:

engine should set empty entity of cd-rom device in vmCreate command, other wise, change CD won't work. 

I know vdsm used to do it, but they don't do it anymore, anyhow, due to refactoring effort and stable-pci devices, its a good opportunity to change the flow and make it work.
