Description of problem:


Version-Release number of selected component (if applicable):


How reproducible:


Steps to Reproduce:
1.login to conductor as a non-admin user
2.Move to users section

  
Actual results:
"Return to User" link is displayed on the right top corner (PFA: Return to user.png)

Expected results:
A non-admin user will get to view only the details of that particular user
listed in "User" section, "Return to User" is not required to show for
non-admins

Bugfix was pushed to master with commit # dbf00062fa8f2d5a54a582d74ccbf6853c4bb2bb please verify it.

"Return to User" linked removed for non-admin user.
