When I'm editing a topic, frequently I finish editing it, and I want to create a new topic.

It would be handy to have a new topic button there, and for the new topic to inherit the tags of the topic that I was editing.

One way to do this:

Convert the "Topic Search" menu item into a menu like the "Bugzilla" one, with "Create new topic", and "Search topics" as menu items.

To clarify, this addresses the lack of a direct path to create a new topic when you are *editing an existing topic*.

At the moment you need to go back to the Topic Search screen, then click "New Topic"

This is implemented in the new UI.
