Description of problem:
Various inconsistencies in UI needs fix:

- vertical alignment in section controls div content
- properties section in image detail page should be in separate admin-content-section and the content should be put in properties table (as in the rest of the app)
- edit/test connection buttons in provider account detail page should be put in account header next to return_to link
