Description of problem:
After stopping a nodejs app with rhc app stop, the embedded metrics cartridge also becomes unavailable.

rhc-cartridge-nodejs-0.6-0.2.3-1.git.0.b4fb4b3.el6.noarch
rhc-cartridge-metrics-0.1-0.9.1-1.git.0.ad23af0.el6.noarch

How reproducible:
Always

Steps to Reproduce:
1.Create an nodejs app
$ rhc app create -a nodejs -t nodejs-0.6 -d
2.Embed metrics-0.1 to the app
$ rhc app cartridge add -a nodejs -c metrics-0.1 -d
3.Stop the app
$ rhc app stop -a nodejs
4.Access the metrics URL of the app
  
Actual results:
Get "Service Temporarily Unavailable" on metrics page

Expected results:
metrics page should be available.
