Most of the RESTful API allows to retrieve objects via all three available methods - JAXB (XML, JSON) and Atom. Category resource only allows for JAXB. I think we should implement Atom, in order to remain consistent.

dev_ack- because "If something is a feature feel free to change the dev_ack flag to "-"".

Reassign to the guvnor team, now that I am working full time on planner. So these issues aren't forgotten.
