It is possibly needs to be updated and assigned to F18 and not to Rawhide.
Well, Rawhide is the next Fedora, aka "Fedora development". When the ticket was opened, it was about F17 development. The problem has survived F18 development without a response, and now Rawhide is F19 development. Sometimes tickets need a simple "ping". I'll mail fedora devel list. Mailing lists still seem to be more popular than bugzilla. Bugzilla is not considered sexy.
The possible solution is to have one package: xinput-cedilla or, perhaps better, imsettings-cedilla, which should contain /etc/X11/xinit/xinput.d/im-cedilla.conf gtk3, or maybe better gtk3-immodules, and gtk2-immodules should then depend on that cedilla package and avoid duplication and conflict.

This bug appears to have been reported against 'rawhide' during the Fedora 19 development cycle. Changing version to '19'.
