Coming out of https://bugzilla.redhat.com/show_bug.cgi?id=790753 we should document that: If web apps are deployed exploded, without an existing manifest file, then the user running the rhq-agent needs write access to the eap instance and user running the EAP instances needs to be able to delete files created by the user running the rhq-agent. It would be good to provide an example of how to set this up on RHEL, e.g. using a shared user group and setting the umask correctly for the user running the rhq-agent. Stefan can provide details of what's exactly required.
