Currently etckeeper only requires git but actually /usr/bin/etckeeper uses perl as well. "perl" is also not in the comps file for EPEL 6 (http://kojipkgs.fedoraproject.org/repos/dist-6E-epel-build/latest/x86_64/repodata/comps.xml) so I believe it must be explicitely declared.
