There is an option to choose the allocation type of imported vm's disk by choosing "Collapse All Snapshots" in the import vm dialog and the destination allocation type of each disk.
The destination disk allocation type remains as it was before import, without relation to the user's selection in webadmin, it looks like the user selection allocation parameter was not passed to the backend's CopyImageVDSCommand.
