Description of problem:
not able to build gnome-settings-daemon on s390x because of missing xorg-x11-drv-wacom which is not shipped for mainframes

Version-Release number of selected component (if applicable):
xorg-x11-drv-wacom-0.13.0-4.el6

How reproducible:

Steps to Reproduce:
1. try to build gnome-settings-daemon-2.28.2-16.el6 on s390x
