Description of problem:

Playing around with the aeolus-image cli tool and I noticed it was not showing target or provider images that were in the process of building/pushing.  Took a peek at the conductor api and noticed they are not listed for whatever reason until they reach a completed status.  

Maybe this is by design but I am holding the opinion that they should be listed.

This is as designed for 1.0-1.1, let's revisit/reopen in 2.0 if needed.
