This is as designed - we are experimenting with having a single link (the sign in and manage link) that takes the user to the console, and forces them to login otherwise. They can only signout from the community or the console (and maybe that will be removed from the community). If we get significant feedback that this causes problems for users we will explore a change in a future sprint.
