Description of problem:

If an admin user is logged in, this user will be able to modify their 'self-service default quota' for instances launched and running. If the user clicks near the 'Continue' button (surrounding text and a fair part of the white-space to the right of the text and button), conductor will move to the /conductor/settings/self_service page.


Steps to Reproduce:
1. Log in as admin user
2. Go to Administer -> Settings
3. Click in the white part of the settings panel - not on the 'Continue' button but to the right of it (vertically under the 'Content' icon). 
4. See that the /settings/self_service page is opened.
