Individual Bugzilla bugs in the statuses "NEW", "ASSIGNED", and "POST" are being migrated throughout September 2023. Description of problem:

After fix for bz781920 and bz772080, we send truncated packets when transmission buffer overrun (e1000/8139), we'd better drop the truncated packets as sending the partial packets were meaningless.

- This is mostly an optimization issue for the non-recommended emulated NICs
- Not reported by the field.
