2. create cloud resource cluster
3. while in the menu... click "Return to: Cloud Resource CLusters"

I was able to reproduce this bug on the machine qeblade31.rhq.lab.eng.bos.redhat.com. But after clicking on the link with CTRL+click (shortcut for open in a new tab), I am not able to reproduce it anymore. 

Could you specify how to set IE in such a state in which it tries to download as a file?

I am able to reproduce this issue.

After clicking on "Return to: Cloud Resource CLusters"  download is displayed.
see attached screenshot.

I am still unable to set IE in that state which produces this behavior, so the question in Comment 1 is still open.
