Description of problem:
The "lisa" init script located in /etc/init.d or /etc/rc.d/init.d directory
without executable permission:

[joe@tabasco init.d]$ pwd
[joe@tabasco init.d]$ ll lisa
-rw-r--r--    1 root     root         1674 Dec 16 22:46 lisa

How reproducible:

Steps to Reproduce:
1. install RH Phoebe with kdenetwork-3.1-0.7
2. ll /etc/rc.d/init.d/lisa

Actual Results:  not executable

Expected Results:  should be executable

This is just a line change in the spec file

It's fixed in 3.1-0.10
