What applet do you talk about: nm-applet, gnome-shell's one or something else. By running 'nmcli dev wifi list' or 'nm-tool' in a terminal you should get current list of SSID that was scanned by NetworkManager.
This bug appears to have been reported against 'rawhide' during the Fedora 19 development cycle. Changing version to '19'.
