Jim, the hier.7 manual page describes the file system hierarchy defined in FHS, version 2.2 [1]. The /run directory was introduced in Fedora 15, see section 3.2.2 in the release notes for more information about it [2]. Currently, there is a ticket to update FHS to include the /run location in the standard [3]. Once the update will be done and a new FHS version (3.0) will be released, the hier.7 manual page will be updated.. So, if you agree with this explanation, I'll close this issue as a NOTABUG.
