Steps to Reproduce:
1.During installation, chose NOT to start eth0 (rtl8139) at boot
2./etc/init.d/network status
    
Actual results:
eth0 is listed among active devices

Additional info:
/sbin/ip -o link show shows even inactive devices:
1: lo: <LOOPBACK, UP> ...
2: eth0: <BROADCAST, MULTICAST> ..... [not UP ]
