Description of problem: at present only one team receives emails (tickets) for membership requests whilst it is often up to group owners to grant memberships. Just as certain groups are used to administrate hardware details and others only utilise dedicated hardware, it would be beneficial if those who own those groups to be able to add their members directly.
Beaker 0.14 added support for self-service groups, where groups can have one or more owners who can manage group membership without involving Beaker admins.
