Description of problem:
gnome-shell starts in fall back mode
with Intel(R) Atom(TM) CPU D525
Version-Release number of selected component (if applicable):
3.3.2-6.fc16.x86_64
if gnome-shell is run from terminal as root gnome-shell --replace it works correctly !

How reproducible:


Steps to Reproduce:
1.load fedora 16
2. set the monitor to the VGA display
3. gnome defaults to fall-back only
  
Actual results:
gnome fall back

Expected results:
gnome-shell

Additional info:
a live boot of suse 12 works correctly ie. gnome-shell

This message is a reminder that Fedora 16 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 16. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time

'version' of '16'.

Fedora 16 changed to end-of-life (EOL) status on 2013-02-12. Fedora 16 is 
no longer maintained, which means that it will not receive any further 
security or bug fix updates. As a result we are closing this bug.

If you can reproduce this bug against a currently maintained version of 
Fedora please feel free to reopen this bug against that version.

This issue was the same with release 17 and now 18 if I boot from a live fedora 18 disk I get a screen with no panels on it. Apparently unusable, If I insert a usb key it opens a Nautilus window from here I can run gnome-control-center, this allows change to the working monitor vga1 but I it is in the fall back display.

Suse 12.2 live works correctly and displays a gnome 3 desktop.

If required I can send you images of the screen and the output from message files.
