Description of problem:

When the user uses setup-networks and there is a network that only exist in the host side the engine removes this network.

Unless the user specifically detaches this network state should be preserved.  
Edit pre-defined network is not supported ATM.

Tested on:

rhevm-3.1.0_0001-14.el6ev.noarch

Set IP for eth3 and open SetupNetworks > apply > IP exist on eth3.

create new bridge using brctl > attach to eth3 > set IP for new bridge > open SetupNetwork > apply > IP exist on new bridge.
