Description of problem:
When qpid-config tool is used to create a new (durable) queue, the options "--file-count" and "--file-size" can be used to tune this queue's journal. In case these options are not given by the user, default values fileCount = 8, fileSize = 24 will be used. This leads to a situation when creating a new queue by the command 'qpid-config add queue test --durable' uses the above mentioned default values, overriding the options 'num-jfiles' and 'jfile-size-pgs' in qpidd config file.
The problem is that these default values are not mentioned in 'qpid-config --help' message. Thus, the user has no information on why the queue's journal is created with file count and file size different from the values set by the user in qpidd config file.

Conflicts with bug 823489. In that bug, the defaults were removed so that if --file-count and --file-size are not specified on the command line, no values will be passed.
