I think no need for it to be executable, it is targeted to sourcing into scripts. Any reason for it to be executable?
FWIW: I don't know. The script has hash-bang but is completely noop. It would probably be better to remove the hash-bang and move it somewhere else - it doesn't belong in /usr/bin.
