Description of problem:

RHEL7/ppc has been updated to no longer need the boot order workaround if leavebootargs is passed in to bootargs.

Version-Release number of selected component (if applicable):
0.9.0

We need to remove the workaround and add the proper leavebootorder option to the rhel7 kickstart for ppc64.
