Description of problem:

  Please, add a new version (1.1) for developer toolset product to TCMS. 
  Only v1.0 is present there ATM.

Next time, please send mail to tcms-admin list for these kind of request. And the channel will be changed to eng-ops-appsupport after 3.7.1 hot fix release.

Can it be added directly to the production instance of TCMS too?

The user in admin group can do that. If your team has no tcms admin, you can apply for admin permission in eng-ops-appsupport/tcms-admin list, and please add your manager approval.
