Description of problem:
SciPy depdends on suitesparse and suitesparse itself depends on tbb so to add SciPy to ditribution we need to add tbb as well

We're okay pulling this in as a dependency. This package should not be referenced directly in a comps group.

Note that tbb has been a partner feature request in the past.
