Description of problem: 
Huge amount messages “Autorecovering hosts is disabled”  in rhevm log

Version-Release number of selected component (if applicable):
Verified on RHEVM 3.1 - SI13.3

Actual results:
Send massive messages, that function Auto Recover is disable

Expected results:
when feature is disabled, no need to call Auto-recovery function, and also flood logs.

Log is done every 1ms plus minus 5 minutes.  Even in above excerpt.
