Description of problem:

pkcon install --root=/usr/local mc timeouts immediately.. the timeout is too short so I cannot write down password.

Version-Release number of selected component (if applicable):
PackageKit-0.7.4-5.el7.x86_64
 
How reproducible:
always
 
Steps to Reproduce:
1.execute pkcon install --root=/usr/local mc

   
Actual results:
timeout is so quick that I cannot make it 
 
Expected results:
timeout should be normal as in normal installation

Relocatable root support was removed quite a long time ago:
