If you go to system-settings:/// in nautilus, it's very non-obvious that Server Settings is a folder. It needs to look distinct from the actual config tools in some way. (it's a bit weird to me to have one part of the menu deeper than the rest to begin with ... I do wonder if server-settings belongs back on the toplevel ... if you are running a server, then it's important, if you aren't, there shouldn't be anything in there.)
