The defragmentation feature allows the administrator to craft policies so that a machines resources can be collated, enabling jobs that require more resources to run.

- Add basic mechanisms for draining partitionable slots.

- Create a central daemon that implements a simple but useful pool defragmentation policy.

Tested on RHEL 6.4/5.9 x i386/x86_64 with condor-7.8.8-0.4.3 and it works.->VERIFIED
