Description of problem:
Recent Katello UI makes impossible to assign default org for a user which is created beforehand (with no org supplied).

How reproducible:
always.

Steps to Reproduce:
do following on UI
1. create user and leave the default_org empty
2. create an org
3. try to assign that org to the user.
  
Actual results:
failure "The default you supplied was the same as the old default."

Expected results:
no errors. User should be assigned to have the default org.
