Description of problem:
Port mirroring not working for hot-plug nic.

How reproducible:
100%

Steps to Reproduce:
1.Create VM and run it.
2.Hot-plug nic with port mirroring enable.

  
Actual results:
Port mirroring not working for the new hot-plug nic

Expected results:
Port mirroring should work for the new hot-plug nic

Verified on vdsm-4.9.6-32.0.el6_3.x86_64.
Tried hot-plug and deactivate/activate.
